1、 Account opening and basic information improvement
Check if an account has been opened
When using a smart meter for the first time, you need to press the cycle button (page up button) to check if the 12 digit user ID is displayed on the meter's LCD screen. If the account number is displayed, the electricity meter has already been opened; If 12 zeros are displayed, you need to go to the business hall to handle the account opening procedures.
Open an account
Bring a copy of valid identification documents (ID card, property ownership certificate or purchase contract) and the latest electricity bill to the affiliated business hall, sign the "Smart Fee Control Electricity Meter Supply and Use Agreement", and complete the customer's basic information. At the same time, carefully check the phone number to promptly notify in case of power failure or power outage during maintenance.
2、 Payment and Recharge
Payment Method
Users can make payments through various channels such as online banking, mobile banking, one-stop payment service, postal service, major banks, and power supply bureau business halls with a 12 digit customer number. Electricity bills can be recharged remotely to the energy meter, and electricity can be used immediately.
Special Reminder for First Time Payment
After installing the smart fee controlled energy meter, the first purchase of electricity payment must be processed at the business hall.
Recharge successfully verified
After payment is completed, press the cycle button on the electricity meter to check the electricity balance. If the remaining balance of the electricity bill is equal to the previous remaining amount plus the current recharge amount, it proves that the remote recharge was successful. If remote recharge fails, card insertion recharge can be performed. If recharging with an electric card fails, pay attention to the abnormal code displayed on the meter screen and follow the instructions to handle it.
Supplementing electronic cards and consulting
If the electricity fee paid is not successfully recharged to the electricity meter within 2 hours, please bring your electricity card to the business hall to write a new card, and then insert the card into the electricity meter to complete the recharge. If the recharge is still unsuccessful, you can call the customer service hotline 95598 for consultation.
3、 Daily use and functional operation
Button Function
Smart meters are usually equipped with a page up button, which can be continuously pressed to display information such as user ID, electricity balance, total electricity consumption, and electricity consumption for the previous month and two months. In areas where tiered electricity pricing is implemented, peak, normal, and valley electricity consumption will also be displayed.
Indicator light status
Pulse light: displays the user's power consumption status. The higher the power load, the faster the flashing frequency.
Trip light: When the indicator light is off, the energy meter is in the closed state, allowing electricity to be used; When the indicator light is on, the energy meter is in the off state, interrupting the power supply.
Alarm light: When the remaining electricity bill amount is lower than the alarm amount, the alarm light will light up to remind the user to pay as soon as possible.
Overdraft electricity function
When the remaining amount in the meter is 0, the energy meter will automatically trip and the trip light will turn on. At this point, insert the power purchase card into the energy meter or long press the cycle display button. The energy meter will automatically close, the trip light will turn off, and enter the overdraft mode. Users can check the overdraft amount by pressing the cycle display button. After the overdraft amount is exhausted, the energy meter will automatically trip again, stop power supply, and resume power supply only after payment and purchase of electricity.
4、 Safety and Maintenance

Regularly check if the meter socket is loose or damaged to ensure that the power card can be inserted properly. At the same time, pay attention to whether the wires and safety devices around the electricity meter are normal. If any abnormal situation is found, contact maintenance personnel in a timely manner for handling.
Save electricity

Develop the habit of conserving electricity and avoid unnecessary waste, such as turning on appliances for long periods of time or keeping lights on. By saving electricity, not only can electricity expenses be reduced, but the environment can also be protected.
